New Jersey lawmakers left for summer break without voting on the Homeless Bill of Rights, which aims to protect the rights of homeless individuals. This comes after the U.S. Supreme Court's decision allowing cities to enforce bans on outdoor sleeping, sparking concern among housing advocates who fear the ruling will further criminalize homelessness and make it harder for vulnerable people to access housing and services.
