Three years after federal aid was earmarked to ensure homeless students receive an education, millions remain unspent across the Midwest and the nation. With a looming September deadline, any unspent funds will return to the U.S. Treasury, despite the flexibility these funds offer for services like transportation, food, and emergency housing.
